Method

How a work experience certificate is updated

The amount on the certificate is multiplied by a factor, the ratio of two Domestic PPI figures. The numerator is the same for every certificate; the denominator depends on its kind (Works Tenders Implementing Regulation art. 49).

Formula

Updated amount = amount on the certificate × factor

Factor = Domestic PPI (month before the first announcement) ÷ Domestic PPI (denominator month)

The factor is rounded half up to twelve places, the amount to the kuruş. The regulation has no rounding rule; this rounding is Kesinfiyat's choice. There is no floor either: if the index fell, the updated amount drops below the certificate's. A foreign currency amount is first turned into lira and rounded to the kuruş.

Which month's index is used

(b) Jobs tendered under 4734
Denominator: the index of the month before the month of the tender date of the certificate's job. The tender date counts, not the contract date; taking the contract date is a common mistake.
(a) Unit prices published once a year
For jobs contracted with a tender discount on the estimate's unit prices, the denominator is the index of December of the year before the year the contract's unit prices belong to (art. 49/1-a-2).
(a) Unit prices published more than once a year
Denominator: the index of the month before the month the contract's unit prices were taken from (art. 49/1-a-1). The rule took effect on 13.05.2026; the tool applies it only to tenders announced on or after that date.
(c) Other jobs
For jobs outside (a) and (b), private sector jobs for example, the denominator is the index of the month before the month the certificate's job was contracted.
(d) Subcontractors' completion certificates
The regulation says these are updated "on the basis of the date of the contract signed between the contractor and the subcontractor", without naming the month. As in (c), the tool uses the month before that date's month. Art. 49/2 also ties foreign currency subcontractor certificates to (c).
Numerator: the month before the first announcement
The numerator is the same under every point: the index of the month before the month of the first announcement or invitation of the tender you are entering. The first announcement counts, not the tender (bid) date.
Foreign currency contracts
The amount is turned into lira at the CBRT buying rate published in the Official Gazette: on the tender date for a job tendered under 4734, on the contract date for other certificates, subcontractors' included. A 4734 job is then updated under (b), the others under (c) (art. 49/2).
Index: Domestic PPI (general)
Under the regulation the index is the general Domestic Producer Price Index published by TÜİK (art. 4/1-h). The tool uses the site's general Domestic PPI series (2003=100).
Which tenders
Art. 49 was rewritten as a whole on 13.08.2018; the tool covers tenders announced on or after that date. Point (a) changed on 13.05.2026 with no transitional clause, so tenders announced before that date keep the December rule.

What this tool does not calculate

It does not work out denominators before 2003 (the TEFE period), convert old lira amounts from before 2005, or fetch exchange rates. It does not cover service and goods tenders, the work experience notice for public-private partnership and licensed works, graduation certificates (art. 48/8), the 80% lead partner and 20% other partner conditions of a joint venture (art. 39/6), or the similar work assessment (art. 48/2). Certificates from construction-related services cannot be used in works tenders (art. 48/9).

About updating a work experience certificate

The amount on the certificate is multiplied by a factor: the general Domestic PPI of the month before the first announcement (or invitation) of the tender you are entering, divided by the Domestic PPI of the month the certificate's kind points to (Works Tenders Implementing Regulation art. 49).

The tender date. Under art. 49/1-b the denominator is the index of the month before the month of the tender date of the certificate's job. Taking the contract date is a common mistake; the contract date is for the other jobs under (c).

If that year's unit prices came out once, December of the year before the year the contract's unit prices belong to. Since the change that took effect on 13.05.2026, if the unit prices came out or were updated more than once in the year, it is the month before the month the unit prices were taken from. The change has no transitional clause; tenders announced before 13.05.2026 keep the December rule.

On the basis of the date of the contract signed between the contractor and the subcontractor (art. 49/1-d). As in (c), the tool uses the index of the month before that date's month; the main job's tender or contract date is not used.

The amount is first turned into lira at the CBRT buying rate published in the Official Gazette: on the tender date for a job tendered under 4734, on the contract date for other certificates. A 4734 job is then updated under (b), the others under (c) (art. 49/2). The rate in the Gazette is the one the CBRT set on the previous business day.

TÜİK publishes a month's Domestic PPI in the first days of the next month, mostly on the 3rd. If the first announcement falls in the first days of a month, the previous month's index may not be out yet. The tool then uses no other month's index; it calculates once the index is published.
